The amount of household garbage increased by a10%annualized rate in China. The garbage takes up a lot of land resources, on the other hand the contamination ofgroundwater by percolate and pathogenic bacteria is becoming a security risk.Although these situations can be relieved by the means of reducing amount ofgarbage generated, but the amount won’t decrease suddenly because of it bases on lifestyle and obeys rules. So the most effective method to reduce the disposal capacity isgarbage classification. In China a majority of citizens are just aware of the conceptionat basic level, it leads the proceeding of garbage classification develop slowly. As aresult of unsorted garbage, massive recourses can be recycled are waste. According tothe practical situation of China, it’s better to implement the garbage classificationgradually and college students as the more appropriate candidates will be chosen asobjects at first step in project. The college students have a strong desire to participate the project of collegegarbage classification and at a high level of environmental awareness. The result ofclassification project in Wuhan colleges indicates the connection of environmentalawareness and activity isn’t as close as ordinary cognition. But environmentalawareness can transform into the activity by some specific situation factors.Garbage classification model has a direct impact on the classification results.Though the classification models of Germany and Japan are complete, but they arenot applicable to China yet. There is a contrast between the model which proposed onactual situation of college and the current model in China. Using the AHP verify thatthe classification model proposed in this paper is more practical than others. The college garbage classification project bases on the model that classifies thegarbage into dry and wet. This paper will analyze the feasibility of the project byestimating the economic and social benefit. The participators required to classify thegarbage into wet and dry, then the project team members sorting and weigh thegarbage meticulously. The estimation of garbage generated amount bases on the basicdata and a college has forty thousand students will be the object of study. The ENPV of college garbage’s classification project are48thousands Yuan after three years. The project has the feasibility of economic benefit. Then through the analyses ofsocial impact assessment and risk analysis that the project not only can reduce therecycled resource-wasting, it also can bring a series of positive effects such as raisingcollege’s profile and promoting tourist’s development etc. Although this project mayreduce junkmen’s income in some ways, but there are a lot of methods to solve theproblems. And the positive social impact will accelerate the career of garbageclassification in China.Of course the promoting of garbage classification also affected by other factors. On the one hand the Facilities should follow up and model needs suitable measures tolocal conditions. On the other hand to strengthen publicity and education efforts, formulate relevant laws and regulations and improve the recycling marketmanagement step by step. By all measures above, the garbage classificationrecycling business will have substantive progress in China.
