In recent years, along with the rapid development of social economy andtechnology and the transformation of conception,health, safety and environmentalprotection of the integration of HSE management system, has received more and moreattention, and gradually become an important index to evaluate the operation anddevelopment of an enterprise.HSE management system was born in1991, in health,safety and environment (Health, Safety, Environment) as the guideline, which firstappeared in the international petroleum and natural gas industries and gradually beenaccepted by All walks of life.It sets the security management experience, reflectingthe enterprise standard operation, outstanding the principles of scientific managementof giving priority to prevention, attaching importance to the leadership andcommitment, encouraging full participation and continuous optimization,and itseffective operation and continuous improvement has important significance forenterprise’s long-term healthy development.This article is to HSE management system as the research perspective,combining the specific practice of Sales branch of CNPC,and is to the oil salescompany as a specific case studies.First,discusses the connotation of the concept andmain features of the HSE management system,and on the base,explaining the originand development,the key elements and its theoretical basis. Then,Analyzes thepresent situation of application of HSE management system in sales branch ofCNPC,and demonstrating the problem of leading factors,organizational factors andoperating factors by the ways of factors comparison.And then analyzes the causes: theweak HSE management conception of enterprise and employees,the lack ofimplementation and technical backwardness.The last,the author puts forward theimprovement and optimization strategy to promote HSE management continuousimprovement of sales branch of CNPC from the four levels of management: execution,management system,integration and HSE skills.
