Study On The Legal Countermeasures Of Industrial Pollution In Western China

The mode of economic growth in China is from extensive to intensive production changes in production in the process of industrialization, in order to ensure the sustainable development of economy, accompanied by China’s new industrialization model innovation,"circular economy","low-carbon economy","Eco industrial" has become China’s the new direction of the development of industrialization. With a good start in our country "The12th Five-Year Plan", western big development strategy also stood in the new historical point, the western provinces to opportunities, development planning in the region of new adjustment, gradually out of the one from the mineral development, heavy industry, the structure is reasonable, cycle development ecological industrialization. The western development strategy, it brings opportunities to the economic development of Western China, and the ecological environment to the challenge. In recent years, the western region in the high-speed economic development, control and management of industrial pollution has made some achievements, but there are still serious problems, due to the adjustment of industrial structure, the industrial pollution from the trend of the East westward migration is more and more obvious, the western area industrial pollution is increasingly serious, to bring great pressure on environmental protection work.For the sake of economic structure in the western thinking, strengthen the management of industrial pollution control in the west, the root is that the effective way to environmental protection work, especially to improve the control of industrial pollution, basis on the rule of law. Because the current environmental protection law of our country has not yet formed a complete and unified system, in the aspects of environmental protection of the wide level, but not enough depth, less research results to the reference, so the theory and application of great significance to this. This paper aims to study the current status of western industrial pollution and related measures, further analysis of the relevant legal measures of the pollution control industry in Western China in question, and puts forward suggestions for improvement.
