Environmental impact assessment system has positive significance, given high priority in many countries and regions is an environmental legal system. EIA system mainly through the previous defensive measures reduce the negative impact of economic construction activities on the environment afterwards. Various countries and regions are actively establishing this system are not the same legislation, evaluation and public participation aspects of the object, unique. Especially the United States, the EIA system has been developed relatively mature. In China, from the initial establishment of the EIA system to date has also been developing a longer period, although also growing, but not satisfactory, whether seen from the legislative or executive effect. Therefore, in order to improve the environmental impact assessment system requires less system from the start, and then find ways to improve the system to improve the content of the EIA.Whole piece article also follow the above context be writing, first the first part of the concept of the EIA system, the nature of the development process of the basic contents were introduced; Secondly, environmental impact assessment system in the U.S. and Russia in the part of a brief introduction, including evaluation contents, evaluated, and public participation; article focuses on the entire piece is reflected in the third part of the national EIA system for analysis, to explore the inadequacies of the existing system in existence. Writing this part commence only from a legislative perspective, insufficient analysis include four missing imperfect alternatives, lack of public participation, as well as unreasonable liability existing EIA system. Finally, according to the third part of the proposed deficiency, a sound made targeted recommendations, many of them borrowed from the United States and the Russian system of content or treatment-related matters.Overall the article is to identify deficiencies in the EIA system along the proposed order of finish writing recommendations.
