The "Eleven-five" planning firstly put forward the energy conservation and emissions reduction target. Aiming at establish a resource-saving and environment-friendly society. in order to solve the critical issues of energy and environment. And also reflects the social orientation of sustainable development. Yangtze River Delta city group is the first to rank among the world-class urban agglomeration areas, it will be built into China’s largest and most competitive economic center. But, it’s also faced with energy, environmental bottleneck effect on the economy.This article take the energy and environment overall efficiency of16core cities in the Yangtze River Delta as the research content. Use the factor analysis model and spatial econometric model to study the difference and relevance between cities. Wish to know the development differences in the energy and environment, and measure its relevance due to geographical aggregation.Firstly, define the study district and time domain, understand the development status and research status. Descriptively analyze the energy consumption and environmental pollution of the Yangtze River Delta region to grasp the development direction. Then reference the relevant research literature, design index system, and collect data. Secondly, use the factor analysis comprehensive evaluation model to assess the score of energy and environmental efficiency of each city. First dimensionality reduction of15indicators to4common factors, each common factor represents different combined effects, total contains of83.861%information of the original index. Calculating each common factor scores for each city and graded, understand the advantages and weakness of each city. Take the rotation variance contribution of each factor accounted for four factors the proportion of the total variance contribution rate as weight to summary, drawn energy and environmental efficiency score of16cities. Concluded:energy and environment efficiency between the16cities have a big difference, we should make policy targeted.Thirdly, use econometric model to explore the spatial spillovers of energy and environment efficiency of the Yangtze River Delta cities. First, calculating Moran’I, find that there are significant spatial totally correlation of energy and environmental efficiency in16cities, Then draw Moran scatter plot to analyze the spatial association mode. Last, use spatial lag model and maximum likelihood estimation method to estimate model. Concluded:the spatial spillover effects of energy and environmental efficiency is strong, the index of research and innovation, foreign degrees, industrial structure is the most significantly. The government should pay attention to technology corporation and talent exchanges between cities.This article aimed at researching the relevance and difference of energy and environmental efficiency of Yangtze River Delta. In order to find the develop qualities of each city and the entire region, help the government scientific assessment the development state, rational planning and overall management, hoping the Yangtze River Delta economic, environmental develop more healthy.
