China is now the world’s largest exporter of fireworks, and exists lots offireworks companies. As a method of producing high-risk industries explosivedangerous goods, in recent years of major casualties frequently to people’s lives andproperty caused serious threat. In this case, for fireworks manufacturers’ reasonablesafety assessment becomes extremely important, but has not addressed the safetyevaluation method for the industry, an urgent need for a more targeted, scientific andreasonable safety assessment methods.Currently, fireworks companies often employ qualitative evaluation method;there can not be the entire production process or production line for riskquantification, unable depth analysis of dangerous and harmful factors, can notachieve the purpose of the safety evaluation problem. Meanwhile, LOPA as anefficient simple semi-quantitative evaluation method, based on a qualitativeevaluation of the use of mathematical formulas to quantify risk, to solve the existingevaluation methods can not solve the problem.Based on the production of fireworks manufacturers to identify risk factors,results in the production process characteristics of accidents. LOPA study todetermine the characteristics of a typical accident scenarios for the accident, alsofound that there are some defects in the LOPA solve complex accident sceneprocessing, the strict definition of the independent protection layer limits its scope ofapplication. For which the typical "multiple initiating events leading to the sameconsequences" accident scenarios proposed summation method with a maximumselectivity strategy. Further proposed passive protective layer under this scenario isnot entirely valid, the consequences of the introduction of the correction factor σ,proposed amendments to the program based on the consequences of accidents, so the accident frequency calculations closer to the actual value, and ultimately improve theaccuracy of LOPA analysis.Combined with fireworks manufacturers instance, the use of improved analyzedLOPA selected common worker mixing drugs, drug dust explosion caused byexplosive limit reached the scene, the scene of the accident drawn its risk level isvery high, exceeding the acceptable corporate range. The conclusion is consistentwith the BZA-1evaluation results. And provide a more reliable risk judgment givenspecific values σ scene frequency and consequences, and to help determine the plantoperation, maintenance and related training which focused on the protective layer.Production enterprise security management for the fireworks, risk analysis provides ascientific basis. Safety evaluation method of the study of fireworks production is anew exploration.
