Study On Environmental Impact Assessment Of The Overall Planning Of Land Use Adjustment

Environment and Economic are paid great attention in our country and even in the world today,the environment quality do not only make an impact on people’s life or industrial and agricultural production, but affect the development of the social economy furthermore. We should further put emphasis on the improvement of the quality of the environment not only on the increasing GDP. With the continuous development of the social economy, the original land use planning can’t meet the landdemand, so it is necessary to adjust the previous planning. The adjustment of land use planning which creates positive or negative effects on the surrounding environment directly or indirectly has made a change in the original type-. spatial distribution and structure, and has adjusted original land resources. So it is urgent to conduct environment impact assessment for the adjustment of land use planning.Based on analyzing the existing data and work experience, this paper organizes general technological route、 work process、appraisal emphasis、assessment method and index system, makes environment impact assessment taken the local adjustment scheme of land use planning in Tianjin Baodi district as an example.Firstly, this paper introduces the background of research object, elaborates on the necessities of environment impact assessment on adjustment of land use planning. Then analyzes the related research status at home and abroad, stresses the innovation of this research. The second part introduces related theory basis about research object in order to lay a theoretical basis for the following. The third part puts forward work train of thought about this kind of environment impact assessment including the guiding spirit and principle of assessment. This paper expounds the priority of the environmental impact assessment, including:the establishment of environmental impact identification and index system, then analyzes the key content specifically. According to the above, this paper summarizes research phase^technical route and research task about this kind of research. This paper introduces the evaluation method about environment impact assessment at various stages, makes a detailed description about the checklist method and ecological service function value method. The fourth part take Tianjin Baodi as an example, this paper carries on the empirical research in terms of above evaluation route and key evaluation content. Finally, this paper makes a summary about main content and important conclusion and put forward the deficiency of the research and the direction of future efforts.
