Thermal power enterpirses are the pollutants emitters in our country. The study on theenvironmental benefits of thermal power enterpirses is conducive to help enterpirses awaer theproblems between environmental pollution and economic development and take positivemeasures to control environmental pollution. Based on environmental economics, environmentalcost theory, ecology and environmental protection theory, this article made concrete analysis onthe pollution situation and harm, investment and running status of environmental protectionequipments and environmental protection policy of the thermal power enterprise after basicresearch that made on types of major pollutants, pollution status and pollution control technologyabout thermal power enterpirses. It contrasted the environment cost-computing methods withexternality theory, internalization of environmental costs and the polluter pays pirnciple as theguiding pirnciple, and comes out with a more effective thermal power enterprise environmentcost estimation model. Atfer that it detailly calculated the power plant environmental cost andanalyzed the result of the calculation by given an instance.This paper gives full consideration to complexity and the ambiguity of human thinkingabout the comprehensive evaluation of thermal power enterprises environmental benefits.Through using the method of multi objective fuzzy optimization, it can option a high reliabilitydate which is disposed. The paper establishs a set of reasonable comprehensive evaluation indexsystem. The system is divided into three levels, which include the target layer, criteiron layer,and the index layer. Also, the system includes eighteen specific indicators, which is indexedbased on the environmental cost. The ability of these eighteen speciifc indicators mainly includesfour aspects: the ability of economic benefit; environmental protection investment and operationability; environmental pollution and resource consuming capacity; capacity utilization of wasterecycling.Four representative thermal power enterpirses are selected as the evaluation objects. Itdetermined the weight of each index by using the entropy weight,worded out the weight of18index, calculated the membership grade of each evaluation objects that belong to the positive ornegative ideal membership grade vector by using the multi-objective fuzzy optimization model,sorted the environmental beneifts comprehensive evaluation ability of4thermal power enterprises according to the pirnciple that the bigger the positive membership is the better. Theempiircal analysis results shows that the reliability and practicability of evaluation system thatbuilt is an effective method to evaluate the environmental protection benefit of thermal powerenterpirse, it can provide pirnciples and basis to the evaluation of the relevant departments whichis of great practical signiifcance.
