Study On The Assessment Index System Of Hubei Ecological Provincial Environmental Protection Model City

As haze rapidly expanse to major cities in China,dust and water pollution become increasingly serious,“cadmium rice” “poison vegetable” frequently occur and the voice to preventing soil pollution and guaranteeing security of the tongue become stronger,in order to protect the ecological environment,national government revised the most strict environmental protection law in history,namely <Environmental Protection Law of the People's Republic of China> and <Air Pollution Prevention and Control Law of the People's Republic of China>,then in succession issued <Action Plan for The Control of Air Pollution>,<Action Plan for The Control of Water Pollution>,<The Thirteenth Five-year Plan of National Economic and Social Development of the People's Republic of China>etc.,and revised <Management Rules and Indicators of Hubei Provincial Ecological County> in January,2013.Parts content of <Assessment Index and Implementation Rules of Hubei Province Environmental Protection Model City> couldn't be adapted with the environment new requests and also couldn't match with the new environmental protection principles and policies,therefore the assessment index of national environmental protection model city should be improved in time.According to the national new policies,the assessment indexes and targeted value of Hubei province environmental protection model city are revised,and construction indicators of ecology are innovatively added in,apply comprehensive analysis method based on entropy weight method to build a comprehensive evaluation model to measure quantitative index weight scores,combine with consulting experts to measure qualitative index weight score,constructing the Assessment Index of Ecological Provincial Environment Protection Model City(Table 3-16),and use the model to measure the ecological environment protection model city creating level of Chongyang in 2014,the main conclusions are below:(1)On the base of laws and policies issued in the lastest three years,mixed with the building indicators of ecology,constructing the Assessment Index of Provincial IV Ecological Environment Protection Model City which includes 43 indicators in basic conditions,economic society,environmental quality,environment construction,environmental management and etc.five aspects.(2)Respectively established quantitative assessment scoring system and qualitative assessment scoring system,in the aspect of quantitative evaluation,combined with the basic datas of five ecological cities in Hubei which created provincial environmental protection model city in these years,apply comprehensive analysis method based on entropy weight method to confirm weights of each index;in the aspect of qualitative evaluation,combine with consulting experts to build the scoring system,full mark is 1000 points,get the assignment score of each indicator.(3)Taking Xianning Chongyang as example,adopt the method which respectively assess qualitative and quantitative indicators,collect the relevant datas of Chongyang in 2014,evaluate the level of Chongyang creating ecological environment protection model city,in terms of quantitative index evaluation,the total score is 109.93 points,investment index in city environmental protection,added energy consumption per unit value of industry above designate size,chemical oxygen demand emissions intensity,nitric oxide emissions intensity,urban park green land area per capita,city clean energy utilization ratio,motor vehicle environmental protection inspection rate,hazard-free treatment rate of household garbage,average chemical fertilizer application ratio,industrial solid waste disposal and utilization ratio,and etc.10 indicators are substandard;in terms of qualitative index evaluation,the total score is 469.32 points,irrigation water effective utilization coefficient,unit of industrial added value fresh water consumption,comprehensive utilization of straw,hazard-free disposing ratio of urban sewage sludge,popularizing ratio of urban sanitary toilet,fecal waste comprehensive utilization ratio of livestock and poultry farm above designate size,environmental protection capability construction fulfilling the requirements of national standard,People's governments at or above the county reporting environmental conditions each year,complete supporting pipe network construction within the scope of urban,sewage of large-scale livestock and poultry farms effectively disposing,and etc.10 aspects are substandard.The total score is 579.3 points,the result explains that the level of Chongyang creating ecological environment protection model city in 2014 is average,it needs continue improvement to build good ecological environment protection model city.(4)Aimed at the exposed problems during the process of assessment to Chongyang,propose improvements from strengthening environmental infrastructure construction,carrying out livestock and poultry breeding pollution renovation,improving regional ecological quality evaluation index,improving efficiency of resource use and strengthening pollutant emission on standard monitoring,and etc.5 aspects.
