With much more attention on food safety problems, the civil compensation caused byfood safety would become one of the main risk gradually that the food producers are facing.The occurrence of Food Safety Liability Insurance transfers the above-mentioned riskeffectively by compensation mechanism after accident. At the same time, it protectscustomers’ benefit indirectly and keeps the society stable. However, the Food Safety LiabilityInsurance has the problems that it lacks risk analysis before underwriting and has unscientificinsurance plan in the practice, since there lacks the rich data and underwriting experience. Inthis paper, we would like to begin with these two aspects: the risk food producers facing andthe insurance product, in order to improve the insurance product to be more scientific.This paper began with civil compensation liability of food producers to customers, andanalyzed all the risk factors which could induce food safety liability within the scope oflaw.The food is classified by its hazard characteristics in this paper.The next step,this papercreated risk assessment model under the help of SPA and GST.This model could both assessthe risk level and predict change trend of risk some time in future.According to HACCP, wewould make sure the critical control points during the food produce and supply chain by usingDecision Tree and Borda.These points will be important indicators for us to determine risklevel and insurance plan. Finally, this paper would like to develop insurance plans for eachrisk level respectively in the use of the mutual transformation between insurable risk anduninsurable risk. In order to test whether the plans were scientific or not, an food producerwas selected to verify it would be optimized from the feedback.
