Since China’s reform and opening up, Chinese national economy and all aspects of the social life has been rapidly developed. When we pursuit the growth of GDP, we also caused the destruction of the ecological environment and destruction of ecological environment. At the same time, due to the complex economic, political and cultural and social reasons, the various types of mass incidents frequently occur. Today’s China become almost like "glass society", interest differentiation among government enterprise and public leads, to similar crisis events occurred repeatedly such as "Shifang""Qidong", as well as PX in Xiamen, has been known to all intimately. However, widespread attention and discussion in public have not helped PX in the eyes of the public. From the developed southeast regions in China to the developing central and western regions, any petrochemical projects which involved PX will be treated as fierce.opposition by public no matter it is planning, or already under construction which get approval from the government. Based on this, we can strengthen the research of group events, select proper time to proper area where take warning and defense means. We can effectively control group emergencies happen development and help local government cut the cost of handling emergencies.From the perspective of the interests of the PX project in our country; mis article constructs fuzzy cognitive map, udder the asymmetric pressure and the asymmetric information, and uses the bargaining model to research the distribution of interests between the government and the masses. We also’network game model to explain and analyze both sides under the condition of different effect on the PX project process and result.We build scenario generation method of the environment of mass incidents fuzzy cognitive map. We focuses on the incomplete information of the government legal system unpinning of the economy, interests of the great achievements, the temptation of leakage,pollution of the environment and so on. Base on the fuzzy cognitive map, we use Linker Scales to propose the fuzzy cognitive map between the mass and government to searcher the factors of the effects of PX project. The second chapter structures a scenario generation method of environmental pollution group events fuzzy cognitive map. In this chapter, the study focuses on the fact that the government’s legal system is not perfect, the information is not public, and the factor of the huge economic benefits, the temptation of performance, environmental pollution, leaks, endangering the safety of our grandchildren and the closer distance between residential areas and scenic spots, and so on. On the basis of cause and effect between the cognitive maps, it uses a Likert-type scale to establish the fuzzy cognitive map, for the purpose of studying the impact of the PX event on various factors and states between the government and the public.The third chapter describes that in the "asymmetric pressure asymmetric information" mode, the impact of strategic behavior used by both sides of the PX project-related parties on the final results, which includes the following three sections:the first section builds a bargaining game model in "non-pressure asymmetric information" mode to analyze the initial bargaining process. The second section builds a Bargaining model that the compensation are given to the public, which on the condition that even the negotiations break down, the government still wants to do the PX project. The Government influences the game’s outcome by giving some compensation to people who don’t compromise. The third section analyzes "non-pressure asymmetric information" mode bargaining game model by taking Dalian.PX incident as an example.Finally, we can set an example to analysis the theory and test results. And though all of this we can get related policy suggestions of the colony accidents.These are the main innovation of this paper.:First, it is the scene construction.In the pollution of the environment in mass events, there is value judgment the pursuit of the interests of the target and the cognitive structure of conflict and ambiguity in different parties,, how to use fuzzy cognitive map technology, to. cognitive conflict characterization of environmental pollution in group events of different parties? This is the first research question in this paper.Second, it is the game in special situations. the process of social mediation in environmental pollution of group events, the surrounding often residents groups in incomplete information, emotional optimistic or pessimistic, under nonsymmetrical pressure and the breakdown of negotiations and other special constraint conditions. How to consider these special conditions, the construction of the bargaining model accordingly, become the second problem solved in this paper.Third, this is the network game of fuzzy cognitive map. There exists network game for real social network structure, where each node represents an individual game. However, the individual participants constructs their own knowledge in fuzzy graph, each node represents a scene elements, different situation between each network game. The problem becomes this article third problem to solve.
