Dilemma And Countermeasures Research For Environmental Accountability In The Process Of Rapid Urbanization

In recent years, with the rapid development of industrialization and urbanization, environmental pollution in our country has entered the peak period. Environmental pollution accidents occur frequently, and environmental problems become the focus of social contradictions. The environmental problems which caused by rapid in the process of urbanization have challenged to human, such environmental problems inevitably become a political issue, and politics is closely related to the government behavior, so government has inescapable responsibility on environmental issues. It has sparked people’s thinking in environmental responsibility of government and environmental accountability.In this paper, the responsible government and the environmental protection are as the theoretical context, from the perspective of ethics and law, use the literature analysis, questionnaire survey method and comparative study method, from the analysis on the concept of urbanization and environmental accountability, summarizes the basic theory and development practice of environmental accountability. Based on1459respondents’survey data of Dalian city, through the public know about the situation of environmental awareness and environmental responsibility, environmental accountability and environmental education in four aspects, to explore the correlation between different social groups and the attention of environment problem, monitor and report environmental violations, the evaluation on the implementation of the accountability, the identity of environmental accountability operation plight. Through data processing methods, analyze China’s current environmental accountability, and points out the plight of China’s current environmental accountability implementation, at the macro level, it is lack of environmental accountability culture and environmental accountability legal system is not sound at medium level, environmental accountability systems and mechanisms are failure at micro level. Based on this, use for reference the experience of domestic and foreign environmental accountability, and puts forward the countermeasures of perfecting our country’s environmental accountability:to foster environmental accountability culture concept at the macro level; at the medium level, to build a benign environmental accountability legal environment; at the micro level, to enhance the efficiency of environmental accountability.
