To be free from hunger, poverty, and to let the public share prosperity of the world development are the common ideal for human beings to die for and are also the common tasks of the 192 member countries of the united nations.Over the years, every country has been seeking for its own new approaches of poverty alleviation to improve the living conditions of the poor and to push forward the anti-poverty career.However, the current conditions of the poor world population remain worrying and many problems of related studies also exist.The current situation of the poor people in Huangshi Village in eastern Guangdong remains harsh.As a revolutionary old district of Guangdong Province, Huangshi Village locates in the developed Guangdong Province, and is typically one of the provincial poor villages, and therefore the living conditions and improvement problems of the impoverished population are representative.The typical essence is based on this reality.On the basis of reference integration and by the comprehensive use of human rights theory, fairness & justice theory and poverty theory, by selecting the typically poor village in the developed province as the investigation region, through empirical research by means of questionnaire surveys and case interviews of living conditions and improvement conditions of the poor people of Huangshi Village, the paper analyses the existential prominent problems and the causal reasons, with a view to "suiting the remedy to the case"to increase the performance effectiveness of poverty alleviation, to help improve the living conditions of the poor people of Huangshi Village to the greatest degree,provides workable countermeasure suggestions for the targeted village to shake off poverty as early as possible, and provides the learning experience of poverty alleviation in the revolutionary old regions.This paper mainly includes four parts.The first part is the preface, including research background, research aims, research significance, research thread and methods and definitions of core concepts, etc.The second part is relevant theories and the domestic and foreign study trends including human rights theory and fairness & justice theory, poverty theory, and poverty issues and poverty causes; the living conditions of rural population and improvement countermeasure.The third part is the empirical research:the living conditions of the impoverished population in Huangshi Village and the investigation and analysis of imrovement conditions.The fourth part is study conclusions, countermeasures and recommendations.It is foud out in the investigation that some great problems exist in the improvement of the living conditions of the poor people in Yellow Lion Village as follows:Serious lack of public facilities and deficiency of poverty relief funds; Little investment in the education of the poor people and cultivation of their living skills; Lack of ideological education of the poor people and stimulating of their motivation to get away from poverty; Lack of investment in healthcare facilities and guarantee of the poor people's health; Lack of investment in spiritual and cultural life and deficiency to make use of the modern civilization results.Countermeasure recommendations mainly include the following:to solve the poverty problems resulted from resource shortage on the basis of material assistance; to solve the poverty problems resulted from musty ideas subject to the breakthrough of spiritual assistance; to solve the poverty problems resulted from low diathesis by focusing on intelligence assistance; to solve the poverty problems resulted from deteriorated environment by taking opportunities of project constructions.
