Research On The Current Situation And Countermeasures Of Poverty Exit In Tibet

Tibet is located in the southwest border of China,in the Qinghai-Tibet Plateau.The average altitude is more than 4,000 meters,so it is called "Roof of the World".The Zang,Hui,Moinba,Han and other multi-ethnic population live in the vast land of 1.2 million square kilometers,its total population is about 3.2 million,of which more than 85% of the population is in agriculture and pastoral areas.Due to the constraints of the natural geographical environment,inadequate investment in education and the comprehensive effect of subjective initiative,the level of economic development in Tibet is still lagging behind the national average.It is imperative to speed up the healthy development of economy and society in Tibet and realize the harmony and stability of ethnic areas.1986 was recognized as the first year of poverty alleviation,after which China launched a series of poverty alleviation development measures.In 2013,when General Secretary Xi Jinping did research in Hunan Province,he firstly proposed that abiding by the strategic thinking of seeking truth from facts,adjusting measures to local conditions,classified guidance and targeted poverty alleviation.And the poverty alleviation and development in Yunnan Province is as an example,stressing the need to lay a solid foundation for poverty alleviation and development.Speed up the economic and social development in ethnic areas.Tibet actively responded to the call of the central authorities to carry out targeted poverty alleviation projects.In 2016,the establishment of the card and archives "look back" enter into the information system of the establishment of the card and archives of poverty alleviation and development by examination and verification in the whole region of Tibet,which is 590,000 poor people in rural and pastoral areas,5467 poor villages(Habitat),74 poor counties(districts).In accordance with the 13 th Five-Year Plan,we have to achieve the current standard in 2020 under the poverty of the rural poor all the poor,poor counties all hat,to solve the goal of regional overall poverty.This requires the establishment of a systematic and scientific poverty exit mechanism,and a good grasp of "the last mile" of targeted poverty alleviationOn the basis of deep understanding the relevant policies of targeted poverty alleviation in Tibet,this study focuses on the exit problems of the poor people,poor villages(habitat)and poor counties(districts).This study sets about the related concepts about out of poverty,and involves poverty,targeted poverty alleviation and poverty exit mechanism.The scarcity principle,incentive principle,path dependence and dynamic management principle of resources are the basis theory.A powerful action of targeted poverty alleviation in Tibet transitions to the introduction and analysis of the poverty exit mechanism policy.Tibet is the only provincial-level concentrated contiguous poor areas with widely distributed poverty scale,deep poverty,high poverty incidence,high poverty alleviation cost.According to the central decision-making,the autonomous region has established and perfected the "Five in One" poverty alleviation model,solidly promoted the targeted poverty alleviation and tackled the poverty alleviation project,and explored a targeted poverty alleviation path with the characteristics of Tibet and Chinese characteristics.A very good result was achieved in the first year of 13 th five year plan.At the same time,we have to guard against many problems in the process.It found many problems,such as the procrastination of difficult exit,low transparency of exit program,frequent repoverty and other issues in this paper through the field research.In order to reduce and avoid these problems,we must establish and improve the large database platform,strengthen the organization and protection,attach importance to the construction of poverty-stricken personnel,strengthen the policy propaganda,form a positive guide and encouragement,encourage people to participate in and supervise,rationally allocate the funds,implement the scientific exit,and ultimately promote the realization of targeted poverty alleviation and stable poverty elimination in Tibet to really do these things,such as,true poverty alleviation,the poor,alleviate true poverty,really out of poverty,shake off true poverty.The people together with all Chinese achieve the grand goal of building a well-off society by 2020.
