The Study Of Establishing Aeing Security System In Rural Area Relyed On The Farmland

With the advent of aging population, the pension problems also appear. In this context, building a realistic old-age social security system for rural population is a key to pension problems for farmers.The existing farmland system based on the; land contract management system playing a role in ensuring the farmers, but its protection is only a traditional material security, which can not really solve the pension problems of farmers. Now, the way to solve the pension problem of farmers is really old-age social security system.Therefore, based on in-depth understanding of relevance between farmland system and rural elder security system,this article is to explore ways to make full use of the right attached to agricultural land,and change the simply material security into right protection in order to play its role in building rural social security system, and offer policy ideas relying on rural social elders security system.This paper focuses on field survey, takes the social attitudes theory in Social Psychology and rational choice theory as theoretical foundation, we interviewed some farmers who lived in Xiang Fan area,Hu Bei province to collect our study data, analyzed the feasibility of the policy ideas, and proposed policy related to the research.To be specific, we have reached five conclusions in this paper.Firstly, the traditional family and the land protection is still the dominant position to ensure the elders living in rural areas.Secondly, the farmers have higher understanding of necessity of social pension insurance, and also have the strong demand on rural social old-age security.Thirdly, the farmers'have different view on constructing the rural social security system on the basis of farmland, but the majority are willing to participate in this policy under certain specific conditions.Fourth, the land rent theory is based on the theory of rural elder security system attached to farmlands, and on the realities:the farmers' system demand, the stock of rural resources and the land property right system.Fifth, barriers for system construction mainly focus on the farmers'poor economic conditions, traditional family values, lacking of knowledge about the land rent and so on.Under the current institutional framework, combined with farmers'willingness of constructing the rural society system based on farmland, to have a foothold on existing practical and theoretical basis, this article comes to the conclusions and resolutions: giving more publicity to enhance the farmers'awareness of social insurance; taking effective measures to raise farmers'income; clearing land property rights; strengthening the building of mechanisms of the government; doing the better supervision on funds custody, use and payment of old-age security payments.
