Following the economic crisis of world, the characteristic of out-of-balance with our developing pattern of economy and society is prominent. The conventional pattern with export-oriented and extensive-oriented model can not sustain. We confront the critical period of adjusting of structure in society and economy. That forces our nation to conduct the choice of developing strategy and bear the stress of transformation. On the one hand, we must seek out the new growth pole and pattern of developing for further GDP growth. One the other hand, we are suffering the hard constraints further from the environment, the resource consumption-based economic growth can not be continuing. Furthermore, the income gap between the rich and the poor, as well as the distribution of income, force us to consider the balance between equality and efficiency, the paper deems that the crack of puzzle of dual economic structure of urban and rural areas is the effective way. Therefore, the complex coupled relationships force us to relocate the destination of developing, exploring the origin of deep-seated problem, build the planning of developing with new clues. The new developing model with sustainable development, intensive developing, cost reduction, improving the people's welfare significantly should be achieved to be the guidance and the most powerful support for "12.5" and even for the next 34 years of sustained and healthy development to economy and society.This research based on the studies abroad and at home, through the analysis of urbanization in china from 1978-2008. based on the methods and theories of development economics and system engineering, utilizing the methods combined with quantitative and qualitative analysis, also combined with the methods of empirical and normative analysis. We studied the inter-correlation between urbanization and economic development as well as the impacts for economic development and income gap between urban and rural from urbanization. In the aspect of study of inter-correlation between urbanization and economic development, we utilized the grey relationship analysis to study inter-correlation between the urbanization in china and the specific historical data of 38 indicators of economic development. Then we filtered the indicators with high correlation as the coupling point between urbanization and economic development, which would be the action spot and research objects for urbanization affecting the economic development and income gap between urban and rural. In the aspects of impacts of forcing the economic development by urbanization, we analyzed the mechanism of this process, measured and forecasted the effects of economic growth drived by urbanization. In the aspects of impacts of income gap between urban and rural, we utilized the methods of econometrics to construct the model on the basis of theories of development economics. We striped out the unnecessary impacts and focused on the impacts of urbanization. At last, we proposed the suggestion of approaches and strategic choice for urbanization in cities and population.
