Capability Evaluation And Decision Method On Trans-regional Expansion Of Coal Enterprise

The trans-regional expansion of coal enterprise is a kind of investment scale, it involving many factors of strategies, and it has many characters such as, long life cycle, internal structures is complex, external relations, the success or failure for project has big influence. China mining enterprises lack of the ability to appraise correctly for their enterprise, managers can't identify correctly and control when they facing the risks in trans-regional expansion, and they lack of guidance and policy support, especially for the expansion competence evaluation is not formed a complete system, which makes our coal enterprise trans-regional expansion unavoidably have certain blindness, objectively increased investment risk.This study first analizes the characters of the current Chinese coal enterprise trans-regional expansion, summarizes the ability structures which is coal enterprise expansion needed, find out six aspects:technical ability, production capacity, financial capacity, the market competition ability and management ability. Secondly, from the analysis of the trans-regional expansion form the external environment, it should have the ability to adapt to the external environment, including the social and political environment, economic environment and humane environment, the environment and the natural geographical environment. Through the analysis of external factors of evaluation table, establish inter-regional external factors of coal enterprises, analysis the expansion of the external environment ability can smoothly adapt to the expansion strategy. Thirdly, matching the ability factors and external factors of coal enterprise trans-regional expansion based on matrix in IE, then determine the amplitude of trans-regional expansion, using QSPM matrix analysis to choose this enterprise's expansion amplitude, it can betterly solve the problem for the coal enterprise trans-regional expansion decision. Finally, this paper analyzed the index system and evaluation of the effectiveness of the model test of our country, the size of the coal enterprise ability and trans-regional expansion, make real evaluation decision to help enterprises hold favorable opportunity to expand, and push the Implementation of coal enterprise trans-regional expansion.
