Since the reform and opening up, China has implemented a wide range of political and economic reform, but a very important system has never changed, that is state-owned land system, urban land and the relevant laws of the land owned by the State. How state-owned land system support the present socialist market economy?Either survival or development can't do without land, market-oriented economy needed to a free flow of land to make efficient allocation of resources, the focus of state-owned land system reform is to make use of the land to paid circulation. Land use rights in China began the process of market-oriented, with the market-oriented continuous improvement, supply of land use rights transfer system has been tremendous development, from 1987 auction of the state-owned land use right in Shenzhen to 2009, the total proportion of recruit auction and other market-oriented way of transferring land use right is more than 85 percent, it's close to full marketization. In the same time, the price of commercial housing meter up from 408.18 yuan per square in 1987 to 4,680 yuan per square meter in 2009, an increase of 11 times. We can see the fact that housing prices in many cities has exceeded the purchasing power of the general public, especially in recent years of rapidly rising house prices, the macro-control seems to appear weak.In the begin of this article we talk about the marketization of land use rights in China, define the marketization of the land, some economic analysis of the state monopoly of the supply of land .Land use rights should not gain totally dependenting on allocation by government in China's planned economy, but also not as it is now close to full market-based, planned economy led to inefficient allocation of resources, complete market economy led to the gap between rich and poor, issues such as land price bubble, both the final result is the reduction of social welfare, which is inconsistent with China's socialist nature and functions of national government.How to master the marketization of this particular commodity, this paper will come to some of the recommendations and comments from analysis. One important use of urban land is used for the development of commercial housing, the housing price is the issue of the livelihood of national planning, ratio of land prices to house price and the ratio of income to house price are measure the housing price may be too high. Calculating the correlation coefficient between the housing price and the land price, we will find with the market process, its relevance is gradually reduced, and giving us a direction of thinking, as increasing marketization the correlation between the housing price and the land price reduce, the macro-control real estate market has become increasingly difficult.Therefore, to maintain an appropriate non-market and draw lessons from Hong Kong's security housing experience, the paper presents some proposals on the structure of land supply, land supply foe security housing must account for a significant portion of the total land supply, and the low-rent housing should occupy the leading position, should be more than the affordable housing, and not advocated by some cities to develop affordable housing. Other joint development between government and enterprises, workers pay the rent proposal for permanent residence should also be taken into account.Finally, the article will return to the building up the market of land use right market, establishing the cross-regional land-use rights trading market, strengthening information disclosure, and so on...
