Urban housing problems of low-income families are still prevalent. Housing security is special policies taken by the national government or regional governments to meet basic housing needs of low-income families, including supply, distribution, subsidies, and coordination mechanisms. Article 25 "Universal Declaration of Human Rights" adopted in 1948 is "Everyone has the right to maintain the standard of living for the sake of the health and welfare of himself and his family, including food, clothing, housing, medical care and necessary social services". House ownership as a basic right of citizens has become a broad international consensus.Report of the Seventeenth Party Congress explicitly put forward the "Housing" goal. Premier Wen also stated clearly in the "Report on the Work of the Government" that it is urgently needed to step up the housing security systems, and the establishment of a scientific and rational housing construction and consumption patterns. China's housing security system is entering a period of structural development. Xi'an, as a major city in western China, sustained economic growth since the reform and opening up, and people's standard of living has been improved significantly. As the core city in the economic zone of the Central Shaanxi Plain---Tianshui, housing prices in Xi'an have been rising in recent years, and the gap between rich and poor has been growing. As a result, more and more low-income groups are discouraged from buying a house. At the same time, it is still at the exploratory stage to ensure to solve the housing difficulties of low-income groups; the housing security system is not perfect. How to improve and perfect housing security system and how to effectively solve the housing difficulties of low-income families have become the social problems urgently needed to be solved by the government of Xi'an city.Whether the housing security system can effectively solve the housing problems of urban low-income families is related to social stability and overall economic development, and it holds a strong social significance. Changing the expectations is the reason for reform and the ultimate goal of reform. Only a real understanding of the expectations of the housing security reform and its relative factors can ensure the policy adjustments so as to achieve the ultimate objective of reform.By learning the experiences of housing security at home and abroad, successful or unsuccessful, the author gives his thoughts for the improvement of Xi'an the housing security system, which has important reference value. At the same time, in order to get more details about the individual housing status and housing demand in Xi'an, identify existing problems in housing security system in Xi'an, the author makes a detailed analysis of Xi'an real estate data, as well as the running results of Xi'an ongoing housing security system. Then the author analyzes specific problems existing housing security system in Xi'an after collating the results of this investigation combined with secondary data collected. Preceding from all the aspects of the existing security system and supply and demand patterns, the author also puts forward specific programs to supporting policy to ensure the effective implementation of the housing improve housing security for low-income families and recommends security system.This research, from social security, housing filters, rational choice theory perspective, combining the quantitative and qualitative studies method, analyses the inherent relationship between supply of shelters, housing demand and speculative investment and deep-seated reasons for ensuring the housing security reform.
