Nowadays, for all kinds of company we can't guarantee success even if they supply quality product with competitive price, using effective marketing skill, making good financial report, adopting top information technology. But what kind of core competency does the company have is the real matter. With development of Economic, especially in 21st century competition is heating up. More and more companies realize "human resources" is the ultimate competition. For every company human resources management is the driving power for developing and "people" is the key to success. Therefore, for many companies, improving human recourses management level is the key problem. However, establish Competency Model is one of the effective methods to solve it. Competency conception was raised by Professor Davld.C.MeClelland for the first time from Harvard University in 1960s. Since then, this conception and related theory are gradually and widely recognized and accepted in all over the world. More and more companies start to establish their competency models and use it to guide the hiring, training, managing and retaining.This article's study object is called Y, a small real estate company. It's currently working on how to improve competitiveness by raising the human resources management level. In view of this, this article is written under the direction of the competency conception, competency model and other relevant theories, take Y Company as a research object. Let's talk about what kinds of qualities are needed for some certain employees to achieve outstanding performance. And how to set up the competency models for design director, engineering director and marketing director. In order to provide a reference for hiring and selection, training and development, performance evaluation and comprehensive quality assessment, compensation management, career management etc.Chapter One of this article introduces the background, purpose and significance. Chapter Two is the theoretical summary on the concept of Competency itself as well as its model and related theories. Chapter Three is the set-up of the model, using interviewing method, survey and expert panel discussion method, taking Y's actual situation in consideration to set up the competency model of three key roles of design director, engineering director and marketing director in Y. Chapter Four discusses the competency model of those key roles in Y's application and maintenance, and addresses proposals to its applications.
