The Case Study On Cost Control Of Offshore Oil Develop Company

The Offshore Oil Develop Company (OODC) is the only department that in charge of both land-based and offshore oil exploration in the Liaohe Oilfield. After two decades of development, the OODC has resolved the hindrance of offshore oil development. Various contradictions and difficulties have been solved with the guidance of comprehensive, the scientific and technological innovation, and the management innovation.However, compared with the land-based oil exploration, offshore oil exploration has higher costs and greater risks. The OODC has adopted a series of cost-control measures, but compared with other companies that in the same industry at home and abroad, the costs of productions in OODC are still very high.In this dissertation, based on the theory of cost and cost control, summarize the practice of cost control of domestic and foreign oil companies, combine with the status of cost control of OODC, proposed the countermeasure system of cost control, and also make several recommendations on the support system.In order to control the cost of OODC systematically, during the exploration phase, OODC should increase the research of exploration, and strengthen the exploration and project management. In the development phase, OODC should enhance the development and design programs to optimize project decision-making, and develop the market-oriented operation and management. In the production stage, OODC should establish a cost warning systems, apply the activity-based costing system, and focus on the key items, establish a comprehensive benefit evaluation system. In the withdrawal stage, OODC must perform environmental protection. The support system including improve the management structure; improve the rules and regulations; encourage technological innovation; strengthening the culture of cost, and build information platform, etc.
