Wind power,the most mature technique after hydroelectric power,is a kind of eco-friendly renewable energy technology,which is focused as the environmental awareness improved.Comparing to the onshore wind power program,nautical program has relatively high item cost.Thus better control over nautical program item cost has significant meanings in enhancing the competitive power in the international market,prompting the electricity power development in China,improving the energy structure and reducing the contamination.Basing on Value Chain Theory,the article,which combines the traits of nautical program,introduces qualitative and quantitative analysis to the research in item cost of wind power and has an elaborate analysis in the controlling of nautical program item cost in the perspective of value chain to optimize its item cost.Because of the immature item cost control theory in nautical wind power,the research has significant reference value in its field.Primarily the article has a statement in the perspective of value chain and item cost control theory,which includes methods,and value chain item cost control.Basing on the later analysis both internal and external value chain,the article aim to set up the system of nautical program item cost control,and analyze all the impact factors of the company item cost with the combination of AHP(Analytic Hierarchy Process)and FCE(Fuzzy Comprehensive Evaluation).At last the article provides item cost controlling strategies in external value chain respectively,which could work as reference of item cost control of national nautical wind power program.
