China is currently implementing the "Unifying Social Allocation with Individual Account" model of endowment insurance system. Although this kind of model has been demonstrated in theory, because of the unique historical background and social structure of TX old industry districts. The current payment of pension insurance fund is facing a test of question in actual operation. Therefore, the problem of its balance of payments deficit of research and analysis has important theoretical and practical significance. Conductive to social stability, safeguard the basic livelihood of retires from enterprises, but also conductive to the sustainability of corporate pension system development.To solve the problem of balance of payments deficit of enterprise endowment insurance of TX old industry district is the point of this article. Through the analysis of old industrial bases in northeast of TX historical background and unique balance of payments situation, on the basis of typical experience of home and abroad industrial area in the enterprise endowment insurance, and further thinking that led to the companies of TX old industrial district have specific reasons for balance of payments deficit. Analyze the factors affecting the domestic and international issues in its general solution strategy and then made the proposals to TX old industrial district. To ensure the scheme is feasible, the three proposals for this article carried out a feasibility analysis, anticipate potential obstacles and propose safeguards. Finally, three proposals were combined effect of multiple analyses.The most important research and significance of this article focuses on as the following:(1) Use the statistical analysis on the balance of payments deficit of enterprise endowment insurance in TX old industrial district in the past five years by collecting first-hand material that could be the reference decision-making for fund-raising and payments of endowment insurance of the TX district under the "Unifying Social Allocation with Individual Account" system.(2) After investigation in practice for the payments problem of social endowment insurance in TX district, which is to be more objective reflection of the real practice in the social endowment insurance problems.(3) Combine the general strategies of balance of payments deficit of enterprise endowment insurance from domestic and international enterprises. To solve the three aspects from policy, financing and payments for balance of payments deficit of enterprise endowment insurance of TX district issue proposals.
