Endowment insurance is the most basic of the social insurance system. The reform of the social endowment insurance system has become a vital importance part in the construction of China’s socialist market economy system. Keeping the balance of the social endowment is the key to establishing the system of the social endowment insurance. At present, the combination of whole and individual account model of the social endowment insurance is carrying out in China. The fund of the social insurance can keep the implementation of the regulations smoothly. Based on the basic social endowment insurance for research object, and then, analyzed the revenue and expenditure on the social endowment insurance.The research thinking of this paper is:In the basic of comprehensive literature research which is related to social endowment insurance, combined with the life cycle theory, diamond developing an over-lapping generation model theory and fund balance theory to analysis the social endowment insurance fund at present; On the basis of the understanding of the existing system of the social endowment insurance, using the empirical analysis, putting forward the influence factors of the social endowment insurance balance, in order to offer the theoretical foundation for the reform of the social endowment insurance; Finally, the effective measures which is targeting to relieving the leg cramps which is the imbalance of the social endowment insurance payments.Chapter1:Introduction. The background and the meaning of the paper is proposed in this part, reviewed the of literature research which is at home and abroad, introducing the methods and the direction of the research. Chapter2:Theoretical basis of the social endowment fund balance in china. This part is described by two aspects: The first aspect is the definition of the basic concepts, including the social endowment insurance, financing mode, payment models and accumulation of the model; the second aspect is the basic theories in this paper, including the life cycle theory, the diamond model of developing an over-lapping generation and fund balance theory. Chapter3:The research of present situation on basic pension insurance system in China. This part is described by two aspects:The first aspect is the basic condition of the basic endowment insurance system, including the development course of the social endowment insurance and the present situation described; the second aspect is about aging of population, which is including the present situation of the aging population, the cause and characteristics of the aging population. Chapter4:The analysis of social pension balance. This part includes two aspects:the first aspect is the empirical analysis of the social endowment insurance balance, and the second aspect is the theoretical analysis of the factors which is influence the social endowment insurance balance. Chapter5:The countermeasures to the social pension balance. This part includes:building a healthy laws and regulations system of the social pension insurance; expanding the coverage of the social endowment insurance; establishing the multi-level social insurance system; improving the population structure of social endowment insurance; arrangement the instead rate and the payment rate of the social endowment system reasonability; Strengthen the functions of governmental; Strengthen the investment use functions of the social endowment insurance fund. Chapter6:Conclusion. In this paper, to maintain social endowment insurance balance must consider the theory and realistic factors which based on the study of the aging population, adjustments affect social endowment insurance balance on many factors reasonable, including population migration, inflation, the economic cycle and the changes.On the basis of the empirical analysis and theoretical analysis, this article using the prediction of Shaanxi province population data, study the problem of the basic endowment insurance fund revenue and expenditure balance, expected which can conducive to the policy recommendations of China’s social endowment insurance fund revenue and expenditure balance.
