Research On The Balance Of Payments Of The Basic Endowment Insurance Fund For Urban Enterprise Employees Of Hainan Province

The basic endowment insurance system for urban enterprise employees covered the majority of workers,and provided the main stable source of life for them after retirement,but the system has been running so far, there has been a huge financial risk, and affected the system running steadily.Nearly half of the provinces of domestic enterprises basic endowment insurance fund income is less than expenses,foreign pension funds also face the different degrees of risk of payment,especially the increase of aging population brought about the fund payment crisis will be more obvious.The realization of the fund balance of payments and a slight surplus, is the key to the endowment insurance system can run steady and healthy.How to make it sustainable development,it becomes the research question that the national provinces social security departments and academic researchers have to rush to solve.The basic endowment insurance fund gap for urban enterprise employees of Hainan province increases continuously by rapid growth,with the fund management inefficiency and increased risk of depreciation,the fund payment pressure increases year by year.Research on the problem of the basic endowment insurance fund balance of payments for enterprise of Hainan province,combining with the specificity of its own, proposing the practical and feasible approaches and suggestions,are useful to the realization of the basic endowment insurance fund sustainable payment,and have actual meaning to the healthy development of Hainan’s social security cause.This paper mainly analyzes the revenue and expenditure data of the basic endowment insurance fund for enterprise employees of Hainan province over the years,elaborates the actualities of fund management,predicts the fund income and expenditure in the future, analyzes the key factors influencing fund income and expenditure growth,funds out the fundamental reason why the fund’s income is less than expenses, learns from the domestic and international implementation of realizing the fund balance of payments.Based on the practical situation of Hainan itself,it promotes s series of measures to realize the fund balance of payments.There are:unified management of fund income and expenditure,increase the rate of participating insurance and fund collection,construct the reasonable retirement adjustment mechanism,separate the institutions and enterprises fund account,cancel the pooling account and individual account mixed management,make an inventory of assets of Hainan State Farms,cultivate individual accounts,preserve and increase the value of the fund,adjust the retirement age reasonably.
