Influence Analysis Of Electricity Price Policy Adjustment On Cost Control Of Heat Power Generation Enterprises

Electricity price policy of our country was experienced instalment and interest charges price, operation period price, benchmarking pricing 3 level. On the basis of comparing pricing method over the years, this paper provide the calculating formula which is a measurement of the effort extent of power generation enterprises'cost control. Then the paper collects the statistic data of net coal consumption, house service consumption rate and generation construction cost from 1978~2008 to assese the varying trend, illustrating the active effort of different pricing mechanism on enterprises'cost control, especially since operation period price in 1998 and benchmarking pricing in 2004, the net coal consumption reduces more quickly and the generation construction cost has taken a favorable turn, showing the greater effectiveness of the ex-ante pricing mechanisms . The paper takes partial provinces'data as samples to quick cluster,analysis and conducts an empirical panel-data analysis, to abtain the spatial variation of the coal consumption control acts with power generation enterprises. The result suggests that the same pricing mechanism influences enterprises in different region in different degree but relates local electricity demand and price level etc.The influencing regional difference of electricity price policy adjustment on cost control of power generation enterprise illustrates that a complete cost pricing mechanisms has not yet established. The uncertain characteristic of electricity price policy adjustment has affected stability of the cost control under present pricing mechanisms, however, the falling annual utilization hours of installed capacity and the rising coal price increase the pressure for power generation enterprise to cut costs.The perfecting price policy aims to advance the improvement of the cost management level of enterprises. Therefore, combining the present local power demands, price capacity and the coal price rises, the transition of the price adjustment mechanism into more effective average-cost pricing mechanisms is the future research directions.
