Research On The Behavior Controlling Of G2B Online Auction Process

G2B auction means the purchase of government to enterprises. G2B process is a government auction bidding process. Using bidding can strengthen the supervision and control of government procurement activities,can allocate resources effectively and rationally, can make the selection of projects suitable and raise investment funds output efficiency. However, many auction bidding practice show that auction bidding process in the G2B exsits rent-seeking, conspiracy and other criminal phenomena.At this stage, with the popularity of the Internet, the government began to establish G2B online auction bidding system. However, the existing G2B online auction system is actually a pseudo online auction bidding system, just play a role of tender notice. The important aspects like opening tender, bid evaluation in G2B auction bidding process are still under online. The conspiracy and rent-seeking behavior underline auction bidding process have not been resolved, greatly affected the transparency of government procurement. Therefore,the research on G2B online auction process for the control of behaviors is necessary.This study first reviewed the current research on G2B auction and explained the basics theory of rent-seeking theory and game theory,then summarizes G2B auction refered knowledge and existed evaluation methods. On this basis, introducting vague set theory as a new evaluation method. Using game theory to analyze the acts of suppliers and bidders, the government and the official in G2B online auction bidding process,in order to study the strategys of the government (tender auctioneers). Using matlab simulation analysis tool to verify the results of game theory models. Using a new method of evaluation based on vague set theory to construct a model for evaluating tender.Taking equipment project as a example to illustrate the superiority of this evaluation model and innovation. Finally, buildding a G2B online auction bidding system to effectively stop the conspiracy and rent-seeking behaviors in current G2B online auction bidding process and to achieve true network online bidding. Through research, obtained the following findings and conclusions:First of all, this thesis used auction theory and mechanism design theory, to study the acts of every parties which related in G2B auction bidding process. Making models of conspiracy phenomena of the first price sealed bid auction.analyzing the formation, bidding strategy, stability policy of supplier cartels Union and concluded: allow more suppliers to enter the bidding and lower government's reservation price can raise the government's (the tenderer) interests. Using game theory analysze the officer's rent-seeking behavior.buildding a monitoring game model, and according to the analysis results, recommended a number of targeted policy to prevent rent-seeking for the government and the designers of the public sector, hoping to make may limit to the powers of the officials and prevent rent-seeking threat.Then, using the Matlab tool to simulate all game models in order to verify the theoretical results.Third, Taking equipment auction tender as an example, built a multi-attribute measure evaluation model.Then using vague set theory to decide the final bidder,which can help to reduce conflicts and disputes,and reduce the irregularities in current tender process, further to avoid the G2B rent-seeking behavior in existing auction bidding process.Finally, built an G2B online auction bidding system,which has a greater advantage to attract more bidders, to prevent collusion and rent-seeking behavior comparied with traditional G2B auction bidding process. And this online system provides a theoretical construct for the technology realization of true online auction bidding system.In this study, innovation is the introduction of game theory and use it to study acts of all parties from perspective of conspiracy and rent-seeking. the establishment of the first price sealed bid auction bidding game, cold game and regulatory strategy game model come to affect the string factor in seeking and rent-seeking behavior is also an innovation.use of Matlab simulation experiments have come out the Government's strategic options. In this paper, based on vague set theory of multi-attribute measure is a new evaluation method of evaluation methods. and the building of the G2B online auction bidding system has some guidance for the prevention of the conspiracy and rent-seeking behavior.
