In recent years, with the development of information technology and the increase of services for producers, "tradable" services outsourcing industry is developing which is different from the traditionally invisible, non-standardized and non-store services. Although the overall level of services outsourcing industry in China is relatively low, the speed of service outsourcing industry is fast since Chinese huge market size, abundant human capital, low prices of operative elements, and relative advantages in infrastructure. The Chinese government caught the opportunity and approved 20 cities as service outsourcing demonstrative base such as Beijing, Shanghai, Wuhan, Changsha, Suzhou, etc. Meanwhile, the Chinese government has issued a number of administrative regulations and measures to encourage and foster the development of service outsourcing industry. To actively respond to this call, the Hunan Provincial Government has introduced policies and regulations related to direct and support the development of Hunan service outsourcing industry which focus on Changsha City.With the development and growth of service outsourcing industry, a large number of scholars devoted to the observation and study for the new phenomenon of service outsourcing. The existing research mainly focus on outsourcing motives, service outsourcing enterprises governance and various effects analysis of service outsourcing in developed countries and developing countries, but few to discuss the concrete factors which can impact the competitive ability of service outsourcing industry in a city or a region, and which can properly indicate competitiveroute and upgrade path of service outsourcing industry in a city. What's more, for a particular city, importantly influencing factors will be different, and the development path and measures will vary. Therefore, how to effectively improve the competitiveness of service outsourcing industry in the pointed base city lacks in specifically and theoretically systemic guidance. It is starting from this vacancy, comparing to Shanghai's service outsourcing industry, and aiming at influencing factors that affect Changsha's outsourcing industry that provide policy recommendations for the development of service outsourcing industry of Changsha.In the first chapter, the author mainly discusses the representatively domestic and international theories of the concept, motivation, governance mechanisms, and effects of service outsourcing for the further study of service outsourcing industrial competitiveness of Changsha. The next chapter's theoretical framework is based on Porter's diamond model which contains six fields such as the opportunities, demand conditions, production factors, support of industry, corporate strategy and competition agencies, and the government. From the six areas, the author analyzes service outsourcing industry status in Shanghai City and Changsha City. In view of the existing research, in the third chapter, the author combines theories of motivation for service outsourcing, assessment system with diamond model, to innovatively build influencing factors of competitive ability model for the service outsourcing industry. Then the writer turns these factors into quantifiable indicators in the fourth chapter, and empirically analyses the influencing degree of these indicators to the impact of service outsourcing industry-competitiveness in Shanghai and Changsha City; Finally, in the fifth chapter, the author integrates the empirical results with service outsourcing status of Changsha and Shanghai City to provide proper policy recommendations related.
