With the quick development of global economy and the international competition becoming more and more fierce,companies are probing unceasingly new management methods and tools in order to gain long competitive advantages. Similar to many other management methods,training outsourcing started t in the practice field first as one new management pattern. A lot of companies are attempting to complete part or all training activities with the help special training service providers by the way of bidding and contracts, and at the same time, the companies supervise and estimate the outsourcing activities to reach the anticipated goals,such as saving cost, devoting core businesses and increasing the flexibility of training and so on.Training outsourcing has forceful theory supports,including core competition theory, business cost theory, resource basis theory, human capital investment theory etc, which help the companies answer the questions of why carry out training outsourcing and what the contents and priorities of outsourcing are and which guide the companies to implement training outsourcing more scientifically. In the practice of training outsourcing decision, the companies ought to take these theories into account to play the functions of training much better.Training outsourcing has advantages, but at the same time, it will bring corresponding risks if the companies mismanage it, for example,the risks of uncertainty, being imitated, asset specificity, conflicts between target and the culture. As a result, the companies should choose the right training outsourcing form with the guide of relevant theories and the thought of the concrete conditions of the company. This paper thinks that the company needs to make the cost-profit analysis first in the process of training outsourcing and solve the problems of outsourcing which contents and how according to concrete decision-making model; Secondly, reasonable training outsourcing should be carried out by professional ways, complying with normative processes to reduce the risks;Finally, taking some company in Qing Dao City as example, analyse its concrete processes in order to provide references for other companies.
