In recent years, human resources with the development of society, in order to meet the needs of the society, also made some ideas of reform, the personnel began to full out the distribution of labor relations, responsibility for labor dispatch is not only the task dispatch, also need outsourcing personnel management from all aspects, such as salary management, performance appraisal occupation management, planning management, training management and so on. Thinking about outsourcing from a broad perspective, with the current outsourcing business gradually, many small businesses and private enterprises have adopted the form of outsourcing. And now,the domestic human resources outsourcing does not generate the mature operating system, at the same time in the law is lack of relevant security plus, quality of service outsourcing, the failure probability of outsourcing is not small, so the company must carefully consider the human resource management outsourcing, scientific decision Policy, in order to avoid irreparable damage.(1)Preparation by the details of the human resource management outsourcing talents and the actual situation, coupled with existing foreign successful cases, the integration of analysis and draw the cost theory as well as its core competitiveness,and the pros and cons of the product potential for detailed comparison and analysis.(2)Theoretical research stage, the theory is the basis of enterprise human resource management outsourcing research, this paper mainly discusses the theory of human capital, core competition theory, hierarchy of needs theory and PDCA theory.Based on theoretical analysis. Analysis of outsourcing of human resources management, motivation and the influence factor, finally discusses the enterprises to adopt outsourcing talent to develop some kinds of risk.(3)According to the present situation of enterprise management, three aspects of constructing the model and performance model of personnel outsourcing project fromdecision-making model, training. So as to form a comprehensive talent outsourcing scheme.(4)Starting from the perspective of the implementation of the case, the implementation of personnel outsourcing model validation of the proposed. Through the cultivation of humanistic environment construction and enterprise talent outsourcing planning and decision-making process of implementation and verification in this paper is feasible.In this thesis, the biggest bright spot, the innovation is to refine the process, is the system process of the human resource management outsourcing, but a dynamic process is a PDCA improvement process, theoretical formulation a comprehensive personnel outsourcing program, in actual practice is the theoretical support of enterprise human resources management, and guide of the enterprise personnel management, is of great practical significance.
