At present, the human capital has gradually become the most important factor to promote economic development, domestic and foreign researches show that human capital contribution to economic development is increasing, therefore, accumulation of human capital investment become the important economic basis of sustained economic growth.Since reform and opening, regional economy of Poyang Lake Ecological Economic Zone developed fastly, especially after the"Rise of Central China"strategy proposed and implemented, the region is critical to Jiangxi Province to achieve the first rise in the central region of China. Proportion of the population accounts for about half of the province, has a rich stock of human resources, however, quality of human resources level is relatively low, especially compared with other developed provinces and regions, the gap is quite large, the problem is bound to restrict the Region's sustained economic development, become the"bottleneck"of economic restructuring. Therefore, how to improve the stock of human capital in Poyang Lake Ecological Economic Zone, increase the intensity of investment in human capital, become an important issue the region faces.
