JiangXi province is abig agricultural province, Poyang Lake Ecological Economic Zone is a traditionalagricultural areas in Jiangxi, It burden of more than half of GDP growth in JiangxiProvince,.The construction of Poyang Lake Ecological Economic Zone is the roadwhich to seek the coordinated development of regional ecological protection and society.The development of human resources in rural areas is the proper meaning.Largepopulation,low earning and unbalanced development in Poyang Lake EcologicalEconomic Zone are the main causes to the construction of the new rural areas.Scientificand effective development of human resources in rural areas of Poyang Lake EcologicalEconomic Zone will be able to put a burden into a huge driving force for economicdevelopment, to become the first resource, thus speeding up the pace of a well-offsociety. This paper considerates the number aspect mainly from ruraleconomic development, the growth rate of the rural population, rural residents netincome and the burden on rural people. It considerates the quality aspect mainly fromthe people and the additional value of three major industries. These datas indicated thatthe ideological qualities, professional quality, psychological and physical quality inPoyang Lake Ecological Economic Zone are low. There are lots of surplus agriculturallabor forces and the oversupply situation will exist for a long time. There are five reasons for that. First, the thought of rural area is backward. Secondly, the developmentof professional skill is slow. Thirdly, the health care system is not completed. Fourth,subject of exploiting takes no responsibility. Fifth, the transfer of labor force is limitedby the system.According to the study of abroad and the current situation in Poyang LakeEcological Economic Zone, there are three principles and several countermeasures forfixing the flaws. First, mind need to be changed. Secondly, the developing system needsto be established in different kinds. Thirdly, the government can improve professionalquality of rural area by completing educating system. Fourth, the government canincrease physical condition of rural area by distributing medical resources reasonably.Fifth, we can improve investment levels of human capital in rural area by gatheringmoney from many channels. Generally speaking, government’s training of new kindfarmers by developing human resource in Poyang Lake Ecological Economic Zonemust drives economic development of Jiangxi province.
