A Research Base On The Informal Employment Of Shanghai

The employment satuation of our nation is very serious now, there are a large numbers of new increasing labor in city and staffs lay-off in town as well as the surplus labor in country whose employment have been a main problem of our nation nowadays. When the traditional and normal departments can't absorb more labor, the informal employment has became the main way among those unemployment people for it's characteristic of low cost to enter, low level to enter and various ways to employment.It is a good way to release the employment pressure for other nations that carrying out informal employment,according to the international experience. No matter the developed country or the developing country, labors in informal employment assumes a trend of escalation in entire employed population. Since the beginning of reform and opening up, our nation's informal employment has obtained a greater development. The goverment of shanghai has introduced the conception of "informal employment" in 1996 and carried out good exploration and practice. There years, the informal employment in shanghai has had a rapid development. Its number of the employers has doubled a lot and it has set up its irreplaceable role in reducing urban poor,increasing employment,developing urban process,meeting people's needs and maintaining the social stability. But at the same time, with the development of the informal employment, a series of significant problems such as lacking of laws and policies, ill management and inadequate protection have arised. Thus, in order to make an even healthier development of the informal employment, it is very urgent for us to make a further analysis and research on the development of the informal employment, find the question and the reason, and will propose the corresponding opinion and the suggestion.This study is composed of four parts. Firstly, I introduce the concept of informal employment, the backgroud theorise and the research situation of informal employment both in China and abroad. Secondly, taking Putuo as the example, I analyse the current situation of the informal employment in Shanghai. I focuse on the backgroud, system characterizes, employment forms, fields distribution and people consisting.Thirdly, I analyse the problems of the informal employment in shanghai. I expound the lacking of laws, the problem of labor relation and the short of the social security. Finally, combined with the summery of the problems of she informal employment, I put forward intergrative ideas, recommendations and suggestions in order to promote the sound development of the informal employment in Shanghai.
