Nowadays, china is in a period of transition in economy. Like many other developing countries, it confronts with huge employment pressure. In order to seek a new pattern of employment and create an external environment for fundamental rights of sufficient employment and basic living security, the government has introduced the conception of"informal employment"in 1990s and carried out good exploration and practice in shanghai and some other areas. These years, the informal employment labor organizations in shanghai has had a rapid development. Its number of organizations and the employers has doubled a lot and it has set up its irreplaceable role in absorbing regional employment, guaranteeing the minimum security and maintaining the social stability. But at the same time, following a period of the informal employment labor organizations'dramatic development, a series of significant problems such as lacking of relative laws and resources, ineffective protection and management. The current pattern has been becoming more and more unsuitable for the healthy development of these organizations and even become to seriously impede the vitality of the development. Thus, in order to make an even healthier development of the informal employment labor organizations, it is very urgent for us to make a further analysis and research on the development of the informal employment labor organization both theoretically and practically so that we can notice the existed problems and reasons, then the resolutions can be found.In this article, the writer differentiates the conception between the'informal employment'and'informal employment labor organization'according to the relative theories of the informal employment from home and abroad. The writer lays stress on analyzing the origin and the background of the informal employment labor organizations promoted in Shanghai; and the standard of the informal employment labor organization at home and abroad. The article also analyzes and summarizes profoundly the informal employment labor organization, in particularly its industrial distribution, the personnel structure and the business condition by using the situation in Putuo district in shanghai as an exemplification. On this basis, it also discusses the essential obstacles which constrict the development of the informal employment labor organizations and foretell a bright prospect of its development. Then we can make the conclusion that the informal employment labor organization in shanghai will gradually get a lot of attention from different fields because it is a characteristic Chinese model and a system which is set up through the projects promoted by the government such as supporting the laid-off workers to do the services for the civilians by policies. Therefore the writer puts some targeted resolution from different perceptions in the areas of formulating laws and regulations, protecting relative institutions, enhancing the labor force market, perfecting the system of social insurance and reinforcing the functions of governmental service so that we can encourage the development of the informal employment labor organizations. In this case, it can play a greater role in absorbing the regional employment, realizing the relative full employment and constructing the harmonious society.
