| As a kind of export incentive policy, export rebate has been widely used since it's allowed by WTO regulations. In our country, export rebate system was rebuilded and used in 1985 and this system has been adjusted for many times since then, which plays important role in our foreign trade and becomes a focus.The export rebate system itself is not the theme of this paper and how the export rebate system can affect the optimization of industry structure is the point, because how to propel the pace of industrial upgrading is one of the most important issues facing us in the next period. As for the content, this paper's divided into six parts, the first chapter is a brief introduction on research context and significance, situation of study and literature review and etc. The second chapter includes a general presentation of the export rebate system. The third chapter mainly reviewed the evolution process of the export rebate policy in our country. The forth chapter proposes the classification of the industries in our country, the industry structure status quo, its problems and the cause. The fifth chapter divided the industry into three kinds and analyzes how the export rebate can influence the adjustment of each industry. The sixth chapter based on the former chapters, explores the upgrading direction of the industry and concludes corresponding policy suggestion on how to use the export rebate system to help speeding up the pace of industrial upgrading. At the end of this paper there's a conclusion.The conclusion is the export rebate system does have effects on the industrial adjustment. The interaction mechanism is:the export rebate firstly influences the export commodity structure and mode of trade, then affect the relevant industry. To make the export rebate system more useful in the following days, our government can pay more attention to its perspectiveness, flexibility and timeliness and better corporation with other trade and industrial policies. |
