Along with the rapid development of the global economy,communication enterprises have developed rapidly. Enterprises now pay more attention to the performance appraisal which is the core of performance management, and performance appraisal has become the focus of enterprise management. Owing to the huge pressure in the market,most employees only pay attention to the financial indicators, or simply to achieve higher levels of satisfaction with leadership,but they ignore the inter-departmental coordination and grassroots satisfaction. Maoming unicom is a communication company which has a large scale mobile communication networks—about more than one thousands base transceiver station.The communication network company is a subsidiary of China Unicom which is responsible for maintaining the communication network as an outsourcing project. Performance appraisal for the outsourcing project team is a key part of project operation in our company.For this reason, this article studies the outsourcing project about maintaining the communication network of Maoming Unicom and analyzes the current status of performance appraisal system on the communication enterprise. In order to solve the problems, I improve the existing performance appraisal system with Management by Objectives (MBO),Analytic Hierarchy Process(AHP) and 360°Feedback. My goal is to form the core values of China Unicom and establish a comprehensive concept of system and motivate staff to achieve "world-class telecommunications company building" strategic objective.In order to solve the current problems of performance appraisal,this article reviews the current operation processes and organizational structure of Maoming Unicom,and seriously learns from other successful experiences in the field of performance management, and according to the departmental structure and job tenure requirements, and draws up the evaluation standards in accordance with the principles of performance appraisal to redesign the performance appraisal system on the outsourcing project of Maoming Unicom. This process of design performance targets proposed the establishment of evaluation model of performance appraisal with Management by Objectives and Analytic Hierarchy Process, there is reference to the current performance appraisal of communication enterprises.
