A Study On Governmental Supervision For The Pork Quality Security In The Circulation Area In Guangzhou

"Hunger breeds discontentment and the safety is the foundation of food."Food is the necessity in people's life as well as the material foundation for the existence, activity and development of the mankind. Security is an indispensible characteristic of food. Food safety is closely related to the public health and safety of life, and thus has become one of the focuses and hot topics of widespread attention both at home and abroad. To ensure food security is the bounden duty of the governments at all levels. Guangzhou Municipal Government is such a government with a very strong sense of responsibilities as has been attaching great importance to the issues of food safety, and has issued appropriate management measures and methods to strengthen safety supervision to pork and other food. However, the effect of the government regulations did not achieve the desired objectives. As a result, neither the public nor the government is satisfied with the present situation. Therefore, it has great practical significance to study how to enhance the government supervision to pork quality in the circulation area in Guangzhou to guarantee the quality and safety of pork on the market.This paper took the government supervisory regulations for pork quality safety in the circulation area in Guangzhou as its research object, firstly analyzed the government regulatory theories of pork quality and safety in the circulation field so as to construct the theoretical foundation for the research. Secondly, by analyzing the severe situation concerning the pork quality safety supervision in the circulation area in Guangzhou, the paper decomposed the causes of the main problems. Thirdly, with the method of comparative research, the paper expounded the experiences of the developed countries in Europe and America about their supervision of food safety in the light of legal systems, regulatory regimes, regulatory models, detection mechanisms, early warning mechanisms, trace system and the recall system and so on, so that we can learn some advanced management experience from them. Finally, in order to improve the efficiency and effectiveness of the government supervision for pork quality safety in the circulation area of Guangzhou, and to put an end to the current passive situation, the paper brought up some proposals to further improve the regulations of the government:1. Building up a new supervision system for supervising pork quality and safety;2. Improving the legal system and standard system of pork quality and safety in the circulation field;3. Promoting actively the control over the supporting system for pork quality and safety; 4. Establishing and improving regulatory control system for pork quality and safety;5. Creating a favorable regulatory environment for pork quality and safety;6. Strengthening education, training and the supply of information.
