This paper uses the basic theory of institutional economics, sociology, management, principles of insurance to discuss that under the background of wide range of urbanization, more and more rural land change in use from rural to urban construction, but the current land requisition system doesn't match the trend of market economy. At the mean time, through comparing the land requisition compensation policy of China and other developed countries, find out the shortage of China's land compensation policy.This paper constructs a compensation function of the farmers who lose their land, and calculates their endowment insurance, medical insurance, unemployed insurance, and the result is China's compensation system can hardly meet the satisfactory of the expense which the farmers need to cover their daily life.At last, we make a study of Cixi, Zhejiang Province of China. Combine with China's national conditions, we make suggestions of some aspects such as the principle, standard and the way to improve current compensation policy, so as to make it better and put forward the feasible land compensation and resettlement countermeasures for the lost-land farmers. We hope it can achieve the goal to protect the farmers' benefits and also help to make a healthy and orderly urbanization, to realize the economic, social and natural harmonious development.
