With China's economic development and social needs, the demand for the crude oil and other basic energy is getting higher and higher, domestic crude oil output has been far from satisfying demand, so we have to rely on foreign imports. In recent years, China's increasing dependence of foreign oil in 2009 has reached 51.29%,50%more than the international warning line, so the study about the path of China's crude oil imports choosing and domestic crude oil of two-way transit distributing has great theoretical and practical significance.This paper analyzes the current situation of crude oil supply and demand at home and abroad, First, China's import crude oil to determining the four main routes. We analysis the transport distance and risk factors which affect China's crude oil importing; Second, a multi-objective transportation model which considering distance and risk in the supply of oil import is presented and then solving the model by fuzzy programming algorithm for a optimal compromise solution,; Finally, selecting the Yangtze RiverDelta,the Pearl River Delta and the Bohai region as the import crude oil loading and unloading center to analysis domestic crude oil distribution. We establish an optimization model based on transportation cost minimize, and solving the model by genetic algorithm to find the optimization distribution project.Through the variety of model algorithm to solve the problem, we provide many conclusions and suggestion for the import crude oil path selected and the domestic transit distribution, presenting a new ideas and methods for overseas crude oil imports of transportation network system optimization.
