It is universally acknowledged that time, cost, quality are three key points of the construction project, however, with development of global construction market and project management technology, safety and environment are becoming indispensable to the success of project.Previous research on multi-objective optimization of engineering project mainly focused on the following aspects: firstly built optimization models to balance two or three objectives of time, cost and quality, and then obtained some Pareto results by solving the models. Most of these research base on precise numbers, without regarding to the influence caused by force majeure; and there are little research about how to make decision according to the Pareto results.To solve these problems, in this paper, we raise a new decision-making method, which takes all of the five elements into consideration. To start with, triangular fuzzy number is introduced to deal with the objectives'vagueness of construction project management and the subjectivity of decision makers. With regard to the trade-off among time, cost and quality, this paper presents a modified fuzzy optimization model which is built on the basis of a new fuzzy quality model. Then a Pareto front of the time-cost-quality trade-off problem can be obtained by resolving the model utilizing Immune Genetic Particle Swarm Optimization algorithm. Taking account of safety and environment into the process of decision-making, we integrate fuzzy AHP and fuzzy TOPSIS to rank alternatives chosen from the Pareto front. To alleviate inconsistencies of comparison matrix in fuzzy AHP, the fuzzy linguistic preference relations are adopted. By using the fuzzy decision-making method based on the time-cost-quality trade-off results, project managers could make decision more quickly and rationally. In the end this new method is verified feasible and efficient by solving a practical engineering case.This research not only enriches the theory of engineering decision-making but also provides an effective objective-oriented technology of project management.
