Resource conservation and environmental protection are China's basic state policy. CPC explicitly pointed out:"We must put a resource-conserving, environment-friendly society on the industrialization and modernization of the development strategy in a prominent place". Transportation is very important for building a resource-conserving, environment-friendly society. energy conservation and environmental protection is an important content of modern transportation. In Chinese has rich resources of inland water transport,such as the Yangtze, the yellow, the huaihe river. Since China's reform and opening up of inland water transport has made a historic breakthrough, the great importance of inland water transportation is increasing every day. With the increasing of the international oil prices in recent years, fuel prices are increasing in ship operating cost ratio,fuel costs have now become the largest cost of shipping costs. Theoretically, fuel consumption and ship sailing speed is proportional to the square of the three relationships.Researching the ship with what kind of cruising speed can complete the transportation tasks and also can utmost reduce the costs is a topic of the research--- ship economic cruising speed problem.The Yangtze River holds the important position in Chinese IWT, and its marine transportation plays an important role in promoting the development of Chinese economy. In addition, the research method, based on shipping economy speed in the Yangtze River, can be extended to other inland waterway transport.Beginning with the main idea of energy-saving and emission reduction, in order to establish mathematical model of shipping economy speed, this paper takes the operation of the ship in the Yangtze River and analyses ship navigation as research objects. Then we apply the model to guide sailing so as to get the results of energy-saving and emission reduction So we have to do something for the national waste reduction campaign.This paper is mainly divided into five parts, specific arrangement are as follows:Chapter 1:Introducing the background and the meaning of a brief introduction,it mainly introduces the developing situation of domestic and foreign.Chapter 2:The paper introduces the speed of relevant information,it mainly includes the ship speed and the main factors affecting the ship speed.Then introduces two kinds of Marine economic speeds.This paper reviewes the model of the automobile fuel consumption,analyses the relationships of the speed, the main power, speed and consumption then it establishes a ship theory fuel consumption model and makes an empirical analysis.Chapter 3:Firstly it introduces the four ship speed tests using test method of ship speed and analyzed the advantages and disadvantages of the calculation speed, and puts a forward new model.Chapter 4:It designs the need to use the related parameters and builds ship economy speed model. It establishes ship economic cruising speed database and puts forward the corresponding solutions of the database.Using the dynamic optimization method to establish the Yangtze shipping economic cruising speed mathematical model.Chapter 5:The summarizes and the prospects.
