Since the revolution of the electricity structure in 2002, the market of power generation has changed greatly and effectively, but it still has a lot of disadvantages. For example, it neglects the environmental cost, also the power structure is not fair, the market structure needs to be improved and many companies lacks competition ability.The assay combines the method of positive analysis and normative analysis, analyzing the current situation of the power generation market structure. The assay also makes use of the sustainable development theory and low carbon economy concept, borrowing the experiences of other developed countries relates and then analyzes the changing pattern of our power generation resources and market structure.Firstly, the assay analyzes the current situation of the power generation resources and market structure and draws such conclusions:the environmental cost of thermal power is not embodied, so thermal power is over-developed; the new energies still have a lot of restricting factors and resources structure is not fair. The power generation industrial degree of concentration has been reduced to some extent, but the monopoly power still exists; Secondly, based on other countries'experiences, it puts forward some suggestions about how to optimize the resources and market structure:change the power supply and value the reproducible resource to change the resources structure; encourage some medium-sized and small enterprises to ally and regroup to enlarge their competing ability; to raise the barrier to entry of thermal power in production capacity and technique; enforce the industrial regulation to restrict behaviors that will do harm to the market competition; clear and definite the main competition bodies and encourage non-state and foreign investment to participate in the power market.
