On Design Supervision Mechanism Of Construction Engineering Based On The Value Management

It is a viable way of enhancing utilization to implement design supervision for Construction engineering,sometimes,adjust to resourse-saving and environment-friendly.with the rapidness speed of the urbanization, Construction engineering is more and more,because construction supervision based construction supervision system has been unable to meet the speed and efficiency of social development, which need to include design supervision of the "life cycle" Management and Supervision.Throughout the project cycle, the proportion of capital investment was not much in the the time of pre-design and the design phase,but it can affect the overall goals of the project and investment efficiency.Therefore, this article advocates value-based management by running the design supervision model to improve the construction design and supervision of investment projects and social benefits of Construction engineering.Thesis based on two stages of the pre-design and the design phase firstly define the design supervision with supervision side of "independent third-party" property and part of the project management properties;Meanwhile, the "basic salary+incentive pay" model firstly as a mechanism to take charge and incentive mechanism is applied to the overall system design supervision, in this way,which can ensure both sides of the "independent third party" status, promote effective interaction of Supervisor owners and design supervision,and further improve the project value and optimize investment returns and social benefits of the project.In view of the design and supervision work has not fully implemented, this paper make the discussion about the establishment of design supervision mechanism in four ways:Firstly, this passage analyse the necessary conditions of the establishment of this new mode of design supervision in construction engineering mechanism, and come up with the organizational structure of the design supervision combined with China's national conditions;Secondly, to make it the best investment returns and social benefits,this passage analyse the value to the owner and project of fusing the functional analysis system technology (FAST) based on the use of value management theory;Thirdly, this passage theory analyse the conduct of specific guidance of design supervision, and use DARE law model in the instance based on the use of value management theory;fourthly, this passage set the way of the overall evaluation about the quality of design supervision based on the property of the work of design supervision.
