Research On The Incentive Mechanism Of The Highway Project Design Supervision Under The Mode Of “BOT+EPC”

At present, “BOT + EPC” mode is widely applied in highway construction of our country. Owners are highway project investors, builders, and the owner of the concession period. The owners have responsibility for the management of project construction stage and profit from the operational phase. It is an important measure to introduce the design supervision in design stage to diminish the influence of the design stage to the construction stage and operation stage. However, many problems appeared in the process of the design supervision, for example, the low profit, the optimization plan is not be implemented, the Service quality evaluation is difficult, and principal agent problems. So the owners need to take incentive measures to solve those problems and improve the effectiveness of the design supervision. This is an effective way to ensure the control effect of owners in the design stage of highway project under “BOT+EPC” mode.This paper analyzes the present problems existing in the process of the design supervision and the principal-agent, the author puts forward the corresponding solutions on the basis of fully understanding the requirements of the owner. In this paper, the key is to build the design supervision incentive mechanism and service quality evaluation system.In the Part of design supervision incentive mechanism, this paper established an incentive system according to the design supervision demands, this system is including explicit incentive and implicit incentive. An explicit incentive is primarily on the basis of the payment of service charge. So this paper builds an incentive compensation model of multi task principal-agent to analysis the incentive coefficient,then according to the actual situation, the author puts forward the optimization model which combines service quality evaluation results with the rewards of design supervision. In the implicit incentive mechanism, this paper strengthen the incentive though emotional incentive, work incentive, reputation incentive three aspects.In the part of design supervision service quality evaluation system, this paper established index system, using the fuzzy comprehensive evaluation method to evaluate the quality of service of design supervision, to strengthen the incentive effect of the design supervision.
