Research On Liaoning Province's Inward FDI Performance And Potential

Liaoning is a forefront of reform and opening area of China, the FDI activities of which began in the early 1980s, and has gone through stages of the initial, steady and rapid development in volatility, and now, in a accelerate development. Use of FDI solves the problem of shortage of construction funds, brings a lot of advanced technology and management experience, promote economic development of Liaoning Province, and speed up the revitalization of the old industrial bases in Northeast China as well. The role of FDI in the economic development of Liaoning is impressive. In recent years, Liaoning Province grasped the opportunity of the revitalization of the old industrial bases in Northeast China and opening up of east coast, kept rising the amount of FDI, and ranked the third of China in 2008. However, although Liaoning Province has achieved good results in quantity of FDI, the distribution of FDI in the industries, sectors and regional are unbalanced. Therefore, a study on Liaoning Province's inward FDI performance and potential is meaningful to improve the quality and level of use of FDI of Liaoning Province.At present, although it is not rare to us the performance index and potential index of using FDI to analyze the performance and potential of using FDI in China or some provinces, it is rare to us the indexes to analyze Liaoning Province and the cities in Liaoning.This paper to combine quantitative analysis and qualitative analysis, Focus on data processing and analysis charts, that make the results clear and understandable. The artist based on the FID performance index and potential index proposed by UNCTAD, and modifies the indexes by the reality of the object. So the analysis result is closer to the actual situation.The main body of this article concludes four aspects:The first part introduces the theories about foreign direct investment and performance and potential of inward FDI research status, this is the theoretical basis of this study. The second part analyzes Liaoning Province's inward FDI history and current status. First, reviews the history of using FDI in Liaoning Province. I divide the history of using FDI in four stages according to the amount of using FDI every year. The four stages are the initial stage, stage of stable development, stage of rapid development in fluctuations and stage of accelerated rise. And the artist detailed analysis the specific circumstances of each stage. And then, elaborates the investment model choice, the distribution of funding sources, industries distribution, trades distribution and regional distribution of Liaoning Province's inward FDI, and this is the realistic background of this study.In the third part, in order to reflect the performance and potential of Liaoning Province's inward FDI more objectively and authoritatively, this paper fixes the performance index and potential index proposed by "World Investment Report 2002" according to the actual situation of the sample provinces. Using the fixed indexes makes a comparison between the performance and potential of Liaoning Province and the other 7 provinces and the 14 cities in Liaoning Province. Through which it comprehensive analyzes, comprehensive analyze the level of Liaoning Province's inward FDI. The result is:Liaoning ranks center in the 7 selected eastern coastal provinces in comprehensive level in using FDI, and there is an obvious gap between Liaoning and the top-ranking province. Within the cities of Liaoning Province, the level of performance and potential in using FDI is also very uneven.In the fourth part, according to the problems drawn from the forward analysis, this paper proposes some related suggestions about how to improve the level of using FDI in Liaoning.In the terms of maintaining performance level, enhance the potential of using FDI in Liaoning Province, this paper suggests strengthening infrastructure construction, increasing investment in R & D, improving the level of human capital and Improving the investment environment and perfecting the market system.In the terms of narrow the gap between the cities in Liaoning Province in using FDI, achieve balance development, this paper suggests to exploit the demonstration effect of Shenyang and Dalian while the other cities enhance their performance and potential in using FDI by their own advantages. In the terms of optimizing industrial structure of using FDI in Liaoning Province, this paper suggests increasing the attractiveness to FDI of Primary Industry, strengthening the attractiveness to FDI of secondary industry and optimizing the allocation of FDI in Tertiary Industry.
