On the basis of the investigation of water using association in the He Tao irrigation area, and using induction reorganization and system analysis and so on, This article takes the government failure theory, the third-party government theory, the civil society theory and other correlating theories as the main basis, to conduct a systemic and thorough research on the water using association and its function on the development of the irrigation areas.The thesis takes the water using association as a subject, introduces the domestic and foreign water using associations'practice condition, and takes water using association's successful practices in the He Tao Irrigation area as an example, has expounded the significance of water using association in the irrigation areas in the process of rural development:Strengthening the negotiating ability of the water users in water rights transaction, simplifying the water fee collection links, reducing the burden on farmers, reinforcing the management and the maintenance of hydraulic engineering,raising utilization efficiency of the water resources, improving irrigating areas, saving the labor investment, increasing the farmers' income, straightening out the water-using order, reducing the water matter disputes, enhancing government's administration ability and so on. Inquires into existing problems of the water user associations:including universal insufficiency of the maintenance funds, the lower level of management inside the water using association, the lack of the propagandas and promotions, the weak awareness of participation of water users, the lag of measures coordinated with systems and so on. In addition, the thesis proposes further measures that propel the development of water using associations in terms of governments, water sectors, self-construction of water user associations.The innovation of the thesis probably lies in associating water user associations with the rural development in irrigation areas, unifying the form and the goal, the research and analysis for the water user association's effects on water users, the governments, the water sectors and the significance of rural integrated development. But the thesis also exists many deficiencies, for example,the lack of a certain depth on grasping the role of water user associations, and the lack of further researches on the difficulties that the water user associations are facing and how to solve them. Generally speaking, the author hopes that more scholars and the relating public figures will pay more attention to such a new type of countryside civil society organization as the water user association and do more researches on it and also hopes that through a case study to the whole, the policy proposals from the water user associations in the irrigation areas will generate a constructive effect on the satisfactory operation of the water user associations.
