The importance of agriculture in our national economy has been accepted by the whole country defintely.Its development is directly related to the problems of food and clothing of 1.3 billion people.Meanwhile,as the basic industry,agricultural development is also related to the development of some other industries. When Jiang Zeming firstly proposed the issues concerning agriculture,countryside and farmers,our government has been taking it as the most important thing among all the tasks.In addition,the agricultural poor quality makes the government become inevitable to protect and support agriculture.However,there still exist some problems:the input of financial support for agriculture is insufficient;its input structure is unreasonable;the management system of financial support for agriculture is unscientific;financial support for agriculture does not reflect regional differences and the funding have not been put into practice in reality.Based on finding these problems,this paper analyzed the reasons,that is,under the background of the dual economy structure of urban and rural, different input policies, different types of public goods supply system and different financial system are the fundermental reasons. At the same time,according to our reality,this paper proposed some countermeasures to solve these problems,such as strengthening the construction of the legal system, increasing the financial capital investment in agriculture, improving the transfer payment system for agriculture, clearing the responsibility of every government, perfecting management system of financial support for agriculture, establishing new rural financial organizations and building diversified rural social security system.
