Research On Services Of Agricultural Science And Technology Based To The Rural Poor Population

this paper has agricultural science and technology based services to the rural poor as the research object, the rural poor in the status of agricultural science and technology services, problems and reasons based on the analysis of agricultural science and technology based services to the rural poor were compared System of Systems and research, and finally to the rural poor of agricultural science and technology based services to build some suggestions.First, agricultural science and technology based services to rural poor, the problems are:the rural poor of the "five points" construction is not in place; institutions set unreasonable, the management system; financial management confusion, severe loss of assets; traditional agricultural technology popularization system facing a crisis of survival.Secondly, the paper argues that agricultural science and technology based services to rural poor, the causes of problems, including:agricultural science and technology intermediary service institutions poor management system, operation mechanism of the poor; agricultural technology agents is lagging behind development of qualified personnel; agricultural science and technology intermediary service institutions specialized level of service to be improved; network structure is not well established.Then, this paper argues that the rural poor of agricultural science and technology-based service system development model are:expert + + demonstration farmers agribusiness model; expert + specialized economic cooperative organizations in rural household model + Model; expert + base + model farmers demonstration model; Expert + technical achievements + demonstration farmers mode; expert + compound + demonstration farmers demonstration mode.Finally, increasing financial support to widen the investment channels; strengthening the administrative system of agricultural science and technology services, administrative evaluation system construction; establish a sound service system in rural science and technology organizations; establish an effective system of education and training of farmers; accelerate the construction of new rural technology and services system by improving the rural poor, agricultural technology and services recommendations.
