Asian Development Bank (ADB) proposed a famous theory which name is"the three-pronged theory", one of the core content is the issue of rural financial infrastructure. In 2005, the World Bank also suggested that China should improve the rural financial infrastructure. Credit system is the cornerstone of modern financial system operation, and it is the basic and the essential part for the development of credit markets construction. These years, academia and government agencies in China recognize the establishment of rural financial infrastructure is really important for the rural credit system. From the micro perspective, establishment of rural credit system can prevent both the risk of rural financial institutions and improve the" issues of agriculture, farmer and rural area" financing need for efficiency, can also solve the rural financing difficulties. Macroscopically speaking, set up the rural credit system is the institutional foundation to achieve the sustainable development of rural finance, is also the hard core for establishing a modern rural financial system and improving the rural financial infrastructure.However, looking at the current building process of our rural credit system, both in terms of basic research or in the actual implementation of the household credit activities have emerged a variety of problems. Currently, there is an urgent need for a range of academic basic research as the farmers'credit endorsement, and in practice we also need to update a group technology of farmers'credit evaluation. We should make the theory the basis of practice, and practice promotes the development of the theory. In this context, I choose to analyze the behavior of rural financial credit, combined with the current academic views of the evaluation of rural financial credit, and select the Structural Equation Model as the empirical tools. Divided into the following sections:The first part of this article is about the theoretical analysis on the rural financial credit. The main contents are: (1) from the three perspectives"household credit quality, credit capacity and credit will"to define the meaning and characteristics of financial credit behavior. And list five different features to explain the specificity of rural financial credit. (2) Consider the environmental factors which affect the rural financial credit, economy, ethics, culture, institution. (3) Based on the rural credit risk, the survival requirement, the household quality, credit ability and credit will united to affect the choice of the rural financial credit.The second part is about the formation mechanism of rural financial credit. (1) From the historical perspective to illustrate the evolution of rural financial credit. (2) Analyze the difference of rural behavior on formal rural financial institutions and the non-formal ones. (3) Opportunism and transaction costs make the different conformation for rural financial credit. (4) The scarcity, segmentation of financial system, the diversity of credit costs and the variability of market price all make the intention on rural financial credit.The third part is using the AMOS model to test whether the empirical data fit the Original hypothesis, the conclusion is that the farmers'quality and credit ability can both generate the positive contact on choosing the behavior, and the farmers'quality affect the credit ability more than doubled itself. Therefore, empirical data achieve a better fitting result.The fourth part based on the main conclusion of model in part three, with the current conditions of rural financial credit system, I propose the views of building the new credit evaluation index system, based on the empirical model results we should pay close attention to perfect China's current rural financial credit system, and propose some relevant policy recommendations.
