The Empirical Study Of The Economic Development Policy About Border Ethnic Areas In Yunnan Province

Minority border areas in Yunnan Province are bordered with Vietnam, Laos, Myanmar, bordering three countries, and they are not only the opening the gateway of Yunnan Province, but also the window of the demonstration of achievements about reform and opening up of Yunnan. The economic development in these areas is not only to increase the overall level of the provincial economy, but also related to the stability and border national unity, which has great strategic significance to build a harmonious Yunnan. For a long time, the central government and Yunnan Province adopted a series of special policies to support the economic development of border areas. By longitudinal comparison, the economic development of border areas in Yunnan Province has made considerable progress and development, but by the horizontal comparison, the economic development of border areas in Yunnan Province, the gap between these areas and the province and the country are gradually widening. As a result, how to facilitate policy development resources, promote the implementation of government policy in border areas, innovation and creativity, accelerate the development of border areas is a major problem.Lancang Lahu Autonomous County in Yunnan is a microcosm of the 25 border counties and cities, representative and typical. In this paper, based on many experts and scholars on the border of minority areas, from the system angle, using of public policy theory, regional development theory, national theory, analyze the economic development of Lancang County theoretical basis for policy formulation, policy process, policy effectiveness and optimization, conduciving to deepening the awareness of national problems and control the border, broaden theory:an objective assessment of policy support is conducive to performance, to optimize and improve the policy support to the border areas to provide information, promote the Yunnan border region of national scientific development.In this paper, comparative analysis, systems analysis and document analysis methods to Lancang County, in-depth analysis of the border policy of national economic development features and functions of policy implementation, policy implementation tools, summarized in the border areas reorganizing the main contents of economic development policies at all levels to be taken on the Lancang economic development policies, objective analysis and evaluation of policy performance, look for the economic development of border areas the main problems and their causes, and to optimize and improve the proposed economic development policy in border areas specific recommendations.According to the research questions above, this paper attemp to improve optimization of the economic development policy in border areas of basic principles and main content. From the macro level, this paper proposed the economic development policy in border areas to the integration of law, institutionalization, and supervision; from the microscopic level, this paper also proposed the specific policy recommendations of economic development about accelerating of Lancang County and Yunnan border areas.
